What it means

A record was too long, too short, did not authenticate, or the connection reached the end of what its keys may protect. The connection is closed and the keys are wiped.

On a healthy network this does not happen: it means bytes were changed in transit, the peer is not speaking TLS 1.3, or a peer sent more than 2^24 records without updating its keys. Reconnect; if it repeats, check the path between the two machines.
