What it means

Before a run is started the agent writes a record of it in its state directory, so that after a crash it can tell a run it has started from one it has not. This record was missing, or could not be read.

The agent does not guess: it starts nothing it cannot prove it has not started. The run is reported as lost and its job ends as failed (unknown). Check the state directory's disk and permissions.
