What it means

The control-plane store (Postgres or SQLite) did not answer. The server and every controller read and write desired state through it, so nothing can be reconciled while it is down. Workloads already running on nodes keep running.

Check that the database is up and that the connection settings in the server's configuration are right, then retry. The cause line names the backend and what it reported.
