What it means

Every job is submitted with a submit-by time, at most an hour ahead. This POST arrived after it, so the job was not created. The deadline exists so that a retry of a POST can always find the job the first one made: an ended job is kept for at least as long as a submit window.

Submit again with a new submit-by time. If the job was created by an earlier attempt, zcube job get NAME shows it; do not assume it did not run.
