What it means

The handshake between two nodes ended before it finished: a message was malformed, cut short or altered, a signature over the exchange did not verify, the peer spoke another protocol version, or a key was unusable. A server that refuses a client closes the connection without a reply, so a refusal and a network cut look alike from the client's side.

Nothing was transferred. If it repeats between two particular nodes, compare their clocks and their credentials (the agent's peer.cred), and look for the server's own line naming the refusal. The handshake is interim; see docs/peer.md.
