What it means

zcube local up and zcube local down take turns: each holds a lock on the file lock in the local directory while it starts or stops the server and the agent, so two of them never fight over the same processes. Another one held the lock for longer than this one was willing to wait.

Wait for the other command to finish and run this one again. The lock is released when its holder ends, however it ends, so it is never stale.
