What it means

zcube local up started zcube-server and zcube-agent, but the server did not answer, or the node did not register, within the time zcube waits. Both processes were stopped again. The cause line says which of the two steps failed, and the server's own log, which names the real reason (a port in use, a database it could not open), is in the local directory.

Read server.log and agent.log there. Your data is kept: zcube local up tries again with the same files.
