What it means

The store keeps the user.* attributes and security.capability. A layer carried others (trusted.*, system.*, security.selinux), too many on one file or too large, or this file system would not take them, so they were skipped. The message names the first file and says how many.

The tree's digest does not cover them. Nothing to do unless the image relies on file capabilities that were refused: then the program may need a different capability setup.
