What it means

A layer holds device nodes, FIFOs or sockets. The store keeps regular files, directories and symlinks only, and a rootless container cannot make device nodes, so they were skipped. The message names the first and says how many there were.

A container gets its own /dev, so a root filesystem does not miss them.
