What it means

What zbx state rm moves to the trash is kept for 7 days, as what zbx store gc moves is; after that the next zbx state rm empties it. This volume was removed longer ago than that, so it is not restored: an expired trash is due to go, and bringing it back would make the expiry a matter of luck.

Its files are still in the trash directory until then (<state>/.trash/<name>@<seconds>), and can be copied out by hand from the user's namespace: unshare --map-auto --map-root-user, then cp -a.
