What it means
A state volume has one writer at a time. A run that mounts it read-write holds it for its whole life, from before its command starts until it ends (a clean exit, zbx stop, --timeout, a killed container or a killed zbx all let it go). A run that mounts it with :ro shares it with other readers, never with a writer. zbx state rm needs it free as well.
The cause names the container that holds it. Stop that container first (zbx stop <name>), or mount the volume read-only with NAME:PATH:ro if reading is all this run needs.
