What it means

zbx keeps run records and diagnostic bundles under $XDG_STATE_HOME/zbx, or ~/.local/state/zbx when that is not set, and the layers of a container started from a tree digest under its containers directory. Neither variable names an absolute directory here, so there is nowhere to read a run record from, to write a bundle to or to put a container.

Set HOME, or point XDG_STATE_HOME at a directory you can write to.
