What it means

"zbx store gc --confirm <hash>" acts only on the plan the hash names. A plan hash covers the ids of everything the plan would move and a counter that every write to the store raises, so a plan can not be applied after an import, a commit, a "store rm", a restore or another gc, even one that changed nothing the plan holds.

Nothing was moved. The message gives the hash of the plan as the store is now: run "zbx store gc" to read it, and confirm that one if it is what you want.
