can't make the container's cgroup

What it means

Where there is no systemd user manager (the macOS virtual machine), zbx makes the container's cgroup itself: one directory per container in the delegated cgroup v2 directory that ZBX_CGROUP_ROOT names, as runc and Podman do. It moves the container in before it can run, and writes the limits (memory.max, pids.max, cpu.max) there. Making the directory, moving the container in or writing a limit failed.

The cause names the step, the path and the kernel's reason. The directory must belong to this user, with the controllers enabled for its children (cgroup.subtree_control). Inside the virtual machine, zbx vm stop, and the next command starts a fresh one.
