What it means

The command zbx exec starts is put in the container's cgroup before it runs, so that it counts against the container's memory and process limits. With systemd, the user manager moves it into the container's scope (AttachProcessesToUnit, systemd 238 and later); without, zbx writes its pid to the container's cgroup.procs. That was refused.

zbx never runs the command outside the container's limits: nothing was started. The cause says what the manager or the kernel answered; zbx doctor shows the cgroup setup.
