What it means
A mount is made before the container's command starts. A bind or a secret is staged in the container's own /dev, made read-only, and moved onto its path once the container's root is entered (so the path is read as the container reads it); a tmpfs is mounted on its path. One of those steps failed; the cause names it and what the kernel said.
A secret is copied by the container's root, so the file must be readable by you and at most 65536 bytes. With --read-only the path must already exist in the image: nothing can be made in a read-only root. zbx doctor shows what this host allows.
