What it means

A rootless container maps its users onto a range of ids that the host user owns. That needs a range of at least 65536 subordinate ids for the user in both /etc/subuid and /etc/subgid, and the setuid helpers newuidmap and newgidmap (package uidmap, or shadow-utils on Fedora), which write the maps.

The diagnostic lists what is missing. Ranges are matched by user name or by numeric uid. The root user normally has no range, so run zbx as an ordinary user. If a file could not be read, the cause says so.
